- GENERAL MANAGER
Mr. John Grant joined the Colorado River Municipal Water District in June 1995. Prior to being named General Manager he spent his entire professional career with an engineering firm in the private sector. Mr. Grant is Chair of the Region F Regional Water Planning Group and has been since its inception in 1998. He is a member of the American Water Works Association (AWWA) and past President of the Texas Water Conservation Association (TWCA). He is also on the Board of Directors of the TWCA Risk Management Fund. Mr. Grant attended Tarrant County Junior College and the University of Texas at Arlington.
Cole D. Walker
- ASSISTANT GENERAL MANAGER - OPERATIONS
Mr. Cole D. Walker, P.E., began working for the District in December 2006 as the Engineering Services Coordinator. He later advanced to Operations Manager overseeing the Operations and Maintenance areas for the District. In October 2012, he was promoted to Assistant General Manager – Operations. Prior to working at the District, Mr. Walker worked for the City of San Angelo and served as a Design Engineer for the City of Midland. He received his Bachelor’s Degree in Civil Engineering from Texas Tech University in 1999, and went on to receive his Masters in Business Administration from UTPB in 2005.
Kevin W. Krueger
- ASSISTANT MANAGER - ENGINEERING
Mr. Kevin W. Krueger, P.E., began working for the District in September 2014. Mr. Krueger graduated from Texas Tech University in 1990 with a Bachelor’s degree in Civil Engineering. Upon graduation he worked for a civil and environmental consulting firm in San Angelo. He became a licensed professional engineer in 1997. In 2000, Mr. Krueger began working for the City of San Angelo as a staff engineer. While at San Angelo he also held the position of Water Utilities Engineering Manager and Assistant Director of Water Utilities.
- FINANCIAL SERVICES MANAGER
Mrs. Mireya Castilaw joined the District in July 2014 as the Senior Accountant and advanced to Assistant Financial Services Manager in July 2016 and then to Financial Services Manager in January 2017. She has a Bachelor of Business Administration in Accounting from the University of Texas of the Permian Basin and a Bachelor of Business Administration in Finance from Angelo State University. Prior to working for the District, Mrs. Castilaw worked in Accounting for Western Container and Midland County. She is a member of the Texas Society of Certified Public Accountants and a member of the Government Finance Officers Association of Texas.
- SYSTEMS OPERATION MANAGER
Mr. John E. Womack began working for the District in June 2008 as the Field Operations Superintendent overseeing the Roving Crew, District Fleet and Equipment and assisting with various projects. In March 2013, he was promoted to System Operations Manager overseeing System Operations, Electrical/Electronic Dept., Information Technology, Big Spring Raw Water Production Facility, Water Quality Dept. and serving as Chairman of the Safety Committee. Prior to working at the District Mr. Womack spent 15 years working for Fina Oil & Chemical at the Big Spring refinery. He received his Bachelor’s Degree in Electrical Engineering Technology from New Mexico State University in 1992
- FIELD OPERATIONS MANAGER
Mr. Rene Ruiz began working for the District in March of 2013, as an Operations Superintendent. In this role he was responsible for overseeing the operations and maintenance activities for the Eastern Division. In July 2016, he was promoted to Field Operations Manager and currently oversees all maintenance activities for the District. Prior to working at the District, Mr. Ruiz worked for Atmos Energy in various roles including Supervisor roles in Big Spring and the Midland/Odessa areas. Mr. Ruiz attended Howard College.
Audra N. Hoback
- BUSINESS SERVICES
Ms. Audra N. Hoback joined the District in July 2020 as the Business Services Manager. She received her Bachelor’s Degree in Mass Communications from West Texas A&M University in 2002. Prior to working for the District, Ms. Hoback worked for the Mitchell County Hospital District as the Community Relations Director/Grant Writer.
- HUMAN RESOURCE SPECIALIST
Mrs. Katee Rubio joined the District in July 2012 as an Administrative Assistant, then advanced to Human Resource Assistant in August 2014. In April 2018, she was promoted to Human Resource Specialist. Mrs. Rubio graduated from Howard College in May 2007. Prior to working for the District, she worked for Lamun Lusk Sanchez as the Human Resources Director.
