Cole D. Walker
- GENERAL MANAGER
Cole Walker was named General Manager of the Colorado River Municipal Water District in December 2021. He is a native of Big Spring and holds a bachelor’s degree in Civil Engineering from Texas Tech University as well as a Master of Business Administration degree from the University of Texas of the Permian Basin. He most recently served as CRMWD’s assistant general manager overseeing the District’s Operations and Engineering Divisions. Cole is a professional engineer and joined CRMWD in 2006.
- SYSTEMS OPERATION MANAGER
Mr. John E. Womack began working for the District in June 2008 as the Field Operations Superintendent overseeing the Roving Crew, District Fleet and Equipment and assisting with various projects. In March 2013, he was promoted to System Operations Manager overseeing System Operations, Electrical/Electronic Dept., Information Technology, Big Spring Raw Water Production Facility, Water Quality Dept. and serving as Chairman of the Safety Committee. Prior to working at the District Mr. Womack spent 15 years working for Fina Oil & Chemical at the Big Spring refinery. He received his Bachelor’s Degree in Electrical Engineering Technology from New Mexico State University in 1992
- ENGINEERING SERVICES MANAGER
Mrs. Allison Strube joined the District in September 2022. Mrs. Strube graduated from Texas Tech University in 2011 with a bachelor’s degree in Civil Engineering and became a licensed professional engineer in 2015. In 2012, Mrs. Strube began working for the City of San Angelo as a project engineer, was promoted to the Assistant Director of Utilities, and ultimately promoted to the Director of Water Utilities where she served in the role from 2018 to September 2022.
- FIELD OPERATIONS MANAGER
Mr. Rene Ruiz began working for the District in March of 2013, as an Operations Superintendent. In this role he was responsible for overseeing the operations and maintenance activities for the Eastern Division. In July 2016, he was promoted to Field Operations Manager and currently oversees all maintenance activities for the District. Prior to working at the District, Mr. Ruiz worked for Atmos Energy in various roles including Supervisor roles in Big Spring and the Midland/Odessa areas. Mr. Ruiz attended Howard College.
- SENIOR ENGINEER
Mr. Chris Wilde joined the District in November 2021. Mr. Wilde graduated from Tarleton State University in 2007 with a Bachelor’s Degree in Hydrology and then from Texas A&M in 2009 with a Master’s Degree in Civil Engineering. Upon graduation he worked for Freese and Nichols, Inc. and became licensed as a professional engineer in 2012. In 2016, Mr. Wilde began working for KSA Engineers, Inc. as a project engineer and was promoted to project manager where he served municipalities.
- FINANCIAL SERVICES MANAGER
Mrs. Anna DeLeon joined the District in September 2022 as the Financial Services Manager. Mrs. DeLeon graduated from Angelo State University in 2007 with a Bachelor of Business Administration in Accounting. Prior to working for the District, Mrs. DeLeon worked for Pioneer Natural Resources as the Accounting Manager of Joint Interest Billing.
Audra N. Hoback
- BUSINESS SERVICES MANAGER
Ms. Audra N. Hoback joined the District in July 2020 as the Business Services Manager. She received her Bachelor’s Degree in Mass Communications from West Texas A&M University in 2002. Prior to working for the District, Ms. Hoback worked for the Mitchell County Hospital District as the Community Relations Director/Grant Writer.
- HUMAN RESOURCE MANAGER
Mrs. Katee Rubio joined the District in July 2012 as an Administrative Assistant, then advanced to Human Resource Assistant in August 2014. In April 2018, she was promoted to Human Resource Specialist. Mrs. Rubio graduated from Howard College in May 2007. Prior to working for the District, she worked for Lamun Lusk Sanchez as the Human Resources Director.
